1. Prepare the Fish: Season the fish steaks with salt and pepper. Heat the vegetable oil in a pan over medium heat and lightly brown the fish on each side. Remove and set aside.
2. Sauté the Aromatics: In the same pan, add the chopped onion, garlic, and ginger. Sauté until the onion is soft and fragrant.
3. Add Tomatoes: Add the chopped tomatoes (or tomato paste) and cook for a few minutes until they soften and blend with the aromatics.
4. Combine Ingredients: Add the water or fish stock, soy sauce, fish sauce, sugar, and chopped chili. Stir well to combine.
5. Simmer the Fish: Gently place the fish steaks back into the pan, spooning some sauce over them. Lower the heat, cover, and let it simmer for 15-20 minutes, or until the fish is cooked through and the sauce thickens slightly. Taste and adjust seasoning if needed.
6. Serve: Garnish with fresh herbs if desired. Serve hot with steamed rice.
