Instructions:

1. In a shallow dish, combine the all-purpose flour, salt, and pepper. Dredge the beef cubes in the flour mixture, shaking off any excess.

2. In a large pot or Dutch oven, heat the vegetable oil over medium-high heat. Add the beef cubes in batches, and brown them on all sides. Remove the browned beef cubes and set them aside.

3. In the same pot, add the chopped onion and minced garlic. Sauté for a few minutes until the onion becomes translucent and fragrant.

4. Add the sliced carrots, cubed potatoes, and sliced celery to the pot. Stir and cook the vegetables for about 5 minutes.

5. Return the browned beef cubes to the pot with the vegetables. Pour in the beef broth and Worcestershire sauce. Stir in the bay leaves and dried thyme.

6. Bring the mixture to a boil, then reduce the heat to low. Cover the pot and let the beef stew simmer for about 1.5 to 2 hours, or until the beef is tender and the flavors have melded together. Stir occasionally.

7. Once the beef stew is cooked, remove the bay leaves. Taste and adjust the seasoning with salt and pepper if needed.

8. Serve the beef stew hot, garnished with chopped fresh parsley if desired. It pairs well with crusty bread, rice, or mashed potatoes.
